Job permits for visa countries citizens
Job permits’ processing for those foreigners is still
under old regulations determined by Federal Law “On legal
status of foreigners in Russian Federation” approved in
2003.
Special body of the Ministry of Internal Affaires (i.e.
police) named Migration Affaires Department (Russian
abbreviation is UDM) is authorized to issue Job Permits. The
new routine introduced in January 2003 and considerably
revised in 2003, 2004, 2005 and 2006 is the same for all
firms no matter whether there is foreign investment in their
initial capital or positions for the foreign workers.
The routine for citizens of non-CIS countries (for CIS
countries the routine will be revised soon, the new order
will be out in action from 15th January, 2007 and will be
published soon) consists from 3 stages. We can help your
firms to pass all of them no matter how dreadful they look.
They are:
1. The firm applies to the Employment Center (EC) of its
administrative district (according to the firm legal address)
and presents:
- application addressed to the Center's Director (3
copies);
- United Government Directory certificate (2 copies);
- government tax inspection certificate (2 copies):
- copy of license for the firm main business (if it is
licensed);
- new labor requirements (standard form, 2 copies);
- Additional Data (standard form, 2 copies);
- if the firm already has Permission – a copy of it;
- Power of Attorney for the representative who
provides above papers to EC.
Once the papers were accepted to this body we can go
further having third copy of Application form stamped.
2. Having the approval of an Employment Center a firm can
apply to the Federal Migration Service (FMS). The list of
documents needed:
- Application from the firm including a list of the
personnel to be employed here and basic data concerning
founders and spheres of activity here (2 copies);
- Approval from the Employment Center (Stage 1);
- Incorporation papers of the firm:
- copy of the Charter;
- notarized copy of United Government Directory
certificate;
- if the firm carries out activity to be licensed -
notarized copies of the licenses;
- Certificate from Tax Inspection.
- copies of draft contracts with the foreign specialists;
- bank copy (blue seal) of government tax payment order
(3,000 Rb./person);
- Power of Attorney for the representative who provides
above papers to EC.
This stage takes from 3 to 5 weeks.
3. Once the General Permit is got the firm can apply to UDM
for individual work permissions (so called plastic cards).
The list of documents is follows:
- Application from the firm including a list of
personnel to be employed here and basic data concerning
founders and spheres of activity here;
- Standard form Questionnaire (contains the firm data);
- Letter of Guarantee (Standard form);
- Permission from FMS (Stage 2);
- Individual applications;
- Copies of working contracts with personnel concerned;
- Photocopies of passport, visa, migration card and
passport registration;
- Photos of each person (3x4 cm, color, glossy paper);
- Medical certificates of each person (6 diseases,
special list);
- copy of government tax payment order (1,000 Rb./person);
- Power of Attorney for the representative who
provides above papers to EC.
This stage takes 3 – 4 weeks.

above list; we need just to copy them. You never visit that
department to stay in line hours and hours.
The whole routine usually takes about 2 - 3 months. The
obtained permission for the firm can be a basis for further
application on employing foreign personnel, individual
permission will be a basis for application to PVU (Passport
Visa Department), new name of UVIR (Department of Visas and
Registrations) of Ministry of Internal Affairs (i.e. police)
for visas received here without leaving the country.
